CERTIFICATE IN STRATA PROPERTY MANAGEMENT (FOR ACCREDITATION AS MANAGING AGENT INDIVIDUAL)

1.Course Background

The Building & Construction Authority (BCA) first recognised the Accreditation Schemes for Managing Agents when they were launched in June 2021.

The  Accreditation Scheme from the Association of Strata Managers (ASM) is one of the two accreditation schemes that has received a Certificate of Recognition from BCA.

The Accreditation Scheme aims to improve the skills and service standards of strata managers in condominiums and other strata properties.

The ASM administers the accreditation process, requiring Managing Agent Individuals to complete training courses and pass examinations conducted by ASM Approved Training Provider and the BCA Academy.

A Managing Agent Individual can obtain accreditation by going through two structured training courses: the first to be conducted by ASM Approved Training Provider leading to a Certificate in Strata Property Management; and the second part being the ‘Legislation Course for Managing Agents’ conducted by the BCA Academy.

To qualify for accreditation, a Managing Agent Individual must have at least two years of full-time experience in strata or property management, complete eight hours of continuing professional development training annually, and adhere to the code of conduct and ethics established by their respective associations.

Where a Managing Agent (MA) is a firm, the MA must among others, meet the requirements for accreditation as follows:

Where an MA is accredited under the Accreditation Scheme on or before 23 June 2024, the MA must, by 22 June 2025, ensure at least 50% of its relevant employees are accredited under the Accreditation Scheme, and by 22 June 2027, ensure at least 70% of its relevant employees are accredited under the Accreditation Scheme.  

Where an MA applies to be accredited under the Accreditation Scheme after 23 June 2024, the MA must ensure at least 50% of its relevant employees, are accredited under the Accreditation Scheme before the MA can be accredited under the Accreditation Scheme and the MA must, by 22 June 2027, ensure at least 70% of its relevant employees are accredited under the Accreditation Scheme.

2.COURSE OBJECTIVES

The course objectives align with the Real Estate ITM's goal of developing local FM talent and enhancing the professionalism of the FM industry. It aims to address the current shortage of manpower in the industry by providing certified training for existing professionals and those looking to enter the field. The training will cover Legislative-Technical-Administrative knowledge, integrating social skills training for effective operational management of strata-titled properties, with a focus on applying established techniques and routines.
